Lin's reputation is already tarnished from the bending arena fiasco and the highly-publicized empty-handed inspection of Future Industries--I bet she's already on restriction for the next foreseeable while. Combine that with what we've seen of the ubiquity of Satomobiles and how well they're integrated into Republic City, and I wouldn't be surprised if she has legitimate reason to fear the other members of the council might be a little too willing to put an alleged Equalist sympathizer's word over hers.

As for the possibility of her breakin'-the-law storyline: doubt it'll go all the way through. She might get close, but this whole arc with her and Tenzin getting over old hurts is probably going to wind up in some mutual giving of 'advice that needs to be said even if we gotta spit it out through our teeth'. Tenzin, who was only on the Council with the greatest reluctance (he doesn't seem to particularly like being there) telling Lin to stick with the establishment, and Lin, who's forever irritated with Tenzin's peace-and-patience stance, telling him to be true to himself and not pull anything rash.

Fair enough, though Sato's giant posters of Amon (least subtle secret hideout!) and the multiple witnesses to his attack do make his case a bit hard to make. It'll work for me if the writers turn this plot point into a character thing because I can believe Lin doesn't do politics and spin very well, but I think someone who does would be able to overshadow the failed inspection with the fruitful raid, and use Asami's support of the benders to reassure people that Sato's tech won't go anywhere.

A good point, and that definitely works better for me character-wise than rebelliousness out of nowhere.
